Ontario electrical safety rules for UPS work
In Ontario, nobody may operate an electrical contracting business without an electrical contractor licence [1]. Almost all electrical work is also reported to the Electrical Safety Authority (ESA) through a notification of work [2]. For a UPS, the hard-wired connection of a new or replacement unit is therefore done by a licensed electrical contractor who files with ESA. Maintenance of the UPS itself is planned around that rule.
Key facts
- Licence: no electrical contracting business without an electrical contractor licence[1]
- Reporting: almost all electrical work is reported to ESA through a notification of work[2]
- Batteries: Ontario's Batteries Regulation covers batteries of five kilograms or less[3]
- Manufacturer layer: some three-phase warranties require the maker's own start-up (Eaton)[4]
Who does what
| Work | Who does it | ESA notification |
|---|---|---|
| Connecting a new or replacement hard-wired UPS | A licensed electrical contractor [1] | Yes, in almost all cases [2] |
| New feeders, breakers or panels for a UPS | A licensed electrical contractor [1] | Yes, in almost all cases [2] |
| Connecting a load bank for a test | A certified electrician, per Eaton’s procedure [5] | When it changes the installation |
| Start-up of a three-phase UPS | The manufacturer’s engineer where the warranty requires it [4] | No |
| Preventive maintenance, battery testing, repairs inside the UPS | Qualified UPS technicians, under the site’s safety programme | No |
| Plugging in a small rack or desktop UPS | Site staff | No |
Installing or replacing a hard-wired UPS
A three-phase UPS, or any UPS wired into a panel, is connected by a licensed electrical contractor [1]. In a replacement project that shapes the schedule. The contractor’s connection, the ESA notification and the UPS start-up are planned as one sequence. Meanwhile the load runs on a temporary unit or the maintenance bypass.
The manufacturer’s requirements sit on top. Eaton’s three-phase warranty is not valid unless an authorized Eaton engineer or agent performs start-up and commissioning [4]. Book the start-up with that in mind.
Maintenance and testing
Maintenance, battery testing and repair inside the UPS follow the site’s own electrical safety programme: who is authorised, which parts are live, and the lockout and permit rules. Work that changes the installation brings in the electrical contractor. CSA Z463 is the Canadian standard for maintaining electrical systems [6], and many sites build their programme on it.
Batteries and the Ontario regulation
Ontario’s Batteries Regulation applies to batteries weighing five kilograms or less [3]. The blocks in a data-centre UPS string are far heavier and go to a lead-acid battery recycler. Smaller UPS cartridges can fall within the regulation. Either way, keep the recycler’s receipt with the replacement record.

Common questions
Do I need a licensed electrician to install a UPS in Ontario?
For a hard-wired UPS, yes. The connection is electrical contracting, which needs an electrical contractor licence [1], and the work is reported to ESA [2]. A small plug-in unit needs neither.
What is an ESA notification of work?
The filing that reports electrical work to the Electrical Safety Authority. ESA requires almost all electrical work to be reported this way [2].
Who can start up a new three-phase UPS?
The licensed contractor makes the connection. Start-up follows the manufacturer's rules, which can tie the warranty to its own engineers, as Eaton's three-phase warranty does [4].
Are UPS batteries covered by Ontario's battery regulation?
The regulation covers batteries of five kilograms or less [3]. Large UPS blocks are heavier and go to a lead-acid recycler.
